It works with the Ministry of Energy and Natural Resources, the Ministry of Environment and Forestry, the Energy Market Regulatory Board, various public and non-governmental organizations such as TÜSİAD, TÜBİTAK, ITU, and the European Cogeneration Union (Cogen Europe), of which it is a National Member.Although this technology has been applied in the world for nearly 100 years, it started in our country with Autoproducer Facilities established according to the Decree No. 85/9799. The most important feature of the combined electricity and heat generation systems is that it eliminates line losses since the facility is close to heat and electricity consumption centers and does not require energy transmission lines. The fact that the loss/theft ratio is very high, such as 20.0%, in Turkey further increases the importance of Cogeneration Technologies, which reduces this rate to zero.As you know, our association, by monitoring the development of the Cogeneration sector in Turkey and by arranging the statistical data on the Cogeneration sector in our country, by identifying the technical and legal problems related to the Cogeneration applications and by taking the opinions of the Cogeneration Facility operators on various issues, they are addressed by the Ministry of Energy and Natural Resources, the Environment and Forestry. It is trying to find a solution before the Ministry of Energy and the Energy Market Regulatory Board. Within the framework of all these studies, a “Draft Law on Cogeneration” was prepared by our Association, and the draft was submitted to the Ministry of Energy and Natural Resources at the beginning of 2004. The basis of the “High Efficiency Cogeneration Law Draft” we have prepared is high premium for high efficiency, and it is foreseen that the premium will be expropriated by the TR Treasury. At the moment, The suspension situation encountered in the “Renewable Energy Incentive Law”, which was on the agenda of the General Assembly of the Grand National Assembly of Turkey, just because it would impose an additional burden on the Treasury, was also experienced in the “High Efficiency Cogeneration Law”. Despite this, some funds have been utilized without overburdening the Turkish Treasury. The ways of passing this bill through the TGNA are being investigated.Considering that EU Membership Negotiations have started, we think that it is inevitable that especially the issues of increasing energy efficiency and disseminating the use of environmentally friendly energy production technologies are on the agenda in the negotiations. In order for the cogeneration sector in our country to take the place it deserves and for the Ministry of Energy and Natural Resources to carry out studies that can guide the Cogeneration Strategy, our Association needs to prepare the data on the sector in the most accurate and reliable way. In this way, the difficulties faced by the market actors in the process of making the necessary legal arrangements will be minimized. What Cogeneration Systems bring to our country is not only energy resource savings and cheap cost. By producing the energy in the region where it is consumed, it also offers the opportunity to increase the security of energy supply, increase capacity in transmission and distribution systems and reduce the renewal investments to a minimum, and eliminate the leakage and losses, which is a very high rate of 23% in our country. The subject that our association is working on the most these days is examining, researching, converting into green energy certificates and monetizing the advantages that Cogeneration technology brings to its owner through CO2 reduction against Kyoto sanctions. On days and hours when the wind was not blowing or the water was not flowing, the gas engine or turbine, which is a part of the hybrid system, was put into operation sometimes as a simple cycle and sometimes as a Cogeneration cycle, ensuring the continuation of the energy purchase/sale agreements of electricity producers with “Free Consumers”. In other words, natural gas Cogeneration Plants were largely replaced by Renewable Energy Sources, but to some extent they were trying to survive with renewable energy sources. This situation, which has emerged in the world and in Turkey, reminded the necessity of expanding the mission of our Association and including clean energy technologies within its scope. After all, natural gas Cogeneration Plants were also known as clean energy generation technology, due to the hydrocarbon character of their fuel and the very small amount of CO2 (225 g/kwh) produced. Because of this, the European countries that signed the Kyoto agreement in 1997 made a commitment to reduce their CO2 emissions below 1990, while they relied heavily on the Cogeneration Facilities. Our Association’s Board of Directors, which closely monitors and evaluates all these developments, has decided to expand the boundaries of its missions in its charter to include clean energy technologies. The Turkish Cogeneration Association , which has devoted its work to the promotion and development of Cogeneration Technologies throughout Turkey since 1998, has expanded its field of work to include renewable energy Technologies in accordance with the requirements of our age, and since February/2010, the new name of our Association has been ‘ Turkey Cogeneration and Clean Energy Technologies Association ” short name is: TÜRKOTED . From now on, our Association, with all its organs, will not only be limited to Cogeneration Technologies, but will also be a researcher, developer and follower of all Renewable Energy Technologies and their applications in our country. MEMBERSHIP PROCEDURESThe prerequisites for membership to the Turkish Cogeneration and Clean Energy Technologies Association, membership definitions, admission procedure, withdrawal from membership, and expulsion from membership are defined between the 5th and 8th articles of the Association’s Bylaws.
