The Electoral Commission holds a Stakeholders' Consultative meeting to kick off the Parliamentary and Local Government Councils by-elections in Kisoro District. The Electoral Commission holds a national workshop for stakeholders on the demarcation of electoral areas and the re-organization of polling stations in preparation for the 2025/2026 General Elections. The by–election programme will commence with an update of the National Voters’ Register from Monday 12th to Thursday 15th February, 2024 at update stations in each of the seventy-one (71) parishes/wards in Dokolo District. The Commission has appointed Thursday 15th February 2024 as the cut-off date for applying for registration as a voter and for transfer of voting location in the District. The registration and transfer of voters from one polling station to another within Dokolo District will not take place after Thursday 15th February 2024. The display of the Voters’ Register will be conducted for a period of ten (10) days, that is, from Wednesday 21st February to Friday 1st March 2024, at all the one hundred and seventy-three (173) polling stations in Dokolo District. The Display of Parish Tribunal Recommendations for deletion from/or inclusion on the Register will be conducted for six (6) days, that is, from Friday 1st March to Wednesday 6th March 2024 at the respective Parish/Ward Headquarters. The nomination of candidates will be conducted on Monday 11th and Tuesday 12th March 2024 at the Office of the District Returning Officer, Dokolo and the successfully nominated candidates will conduct campaign meetings for seven (7) days, that is, from Wednesday 13th till Tuesday 19th March 2024. Polling and tallying of results for the by-election of councillors representing Special Interest Groups will take place on Monday, 18th March 2024, while the polling day for the District Woman Representative to Parliament and other Local Government Councillors will be conducted on Thursday, 21st March 2024. This is to clarify that the Electoral Commission has not issued the said electoral programme. The Commission has since established that the said electoral programme is indeed an internal working document (prototype) that was shared before approval. This prototype programme was for purpose of discussing the proposed durations for the conduct of the said elections and is, therefore, not an approved electoral programme. The Commission appeals to Political Parties and Organisations, aspiring candidates and their supporters, and all other stakeholders, to ignore that document and wait until such a time when the Commission will approve and formally release the electoral programme. The by–election programme will commence with an update of the National Voters’ Register from Friday 24th June to Tuesday 28th June 2022 at update stations in each of the twenty-one (21) parishes in Gogonyo County. The Commission has appointed Tuesday 28th June 2022 as the cut-off date for applying for registration as a voter and for transfer of voting location in the County. The registration and transfer of voters from one polling station to another within Gogonyo County will not take place after Tuesday 28th June 2022. The display of the Voters’ Register will be conducted for a period of ten (10) days, that is, from Tuesday 12th July to Thursday 21st July 2022, at all the sixty-two (62) polling stations in Gogonyo County. The Display of Parish Tribunal Recommendations for deletion from/or inclusion on the Register will be conducted for six (6) days, that is, from Friday 22nd July to Wednesday 27th 2022 at the respective Parish Headquarters. The nomination of candidates will be conducted on Monday 1st and Tuesday 2nd August, 2022 at the Office of the District Returning Officer, Pallisa. Nominated candidates will conduct campaign meetings for seven (7) days, that is, from Wednesday 3rd August till Tuesday 9th August, 2022. Polling and tallying of results for by-election of Member of Parliament will be conducted on Thursday 11th August, 2022. The Parliamentary seat for Gogonyo County fell vacant following a court ruling which set aside the results of the 2021 Elections. Ends   Attachment(s):  Press Summary Program for Parliamentary By-election Gogonyo County, Pallisa District 2022.pdfFriday, June 24, 2022 Notice of Suspension of Programme for Women Councils and Committees Elections On 18th February 2022, the Electoral Commission issued a Roadmap detailing the various activities to be conducted under the programme for elections of Women Councils and Committees from the Village to the National Level. To-date the Electoral Commission has finalised the compilation of the Village Women Residents’ Register and is currently conducting the Display of the said Registers at each Village/Cell across the country in preparation for subsequent activities, namely, nomination of candidates and polling at the Village level. However, the Ministry of Finance has informed the Commission that the funds required for conducting the subsequent activities under the electoral Roadmap are not yet available. Accordingly, the Commission informs the general public, Political Party leaders and women in particular, that the remaining programme for the elections of Village Women Councils and Committees, shall not be implemented as earlier scheduled. Consequently, all the remaining activities under the approved programme for conduct of the Women Councils and Committees Elections, starting with the nominations of candidates, which were earlier scheduled for Monday 27th June – 1st July 2022, have been suspended. The Commission will issue a new programme for the above electoral activities when the required additional funds are availed. The Commission appeals to Political Parties and Organisations, aspiring candidates and their supporters, and all other stakeholders in these elections, to remain calm as the matter of the additional funding requirements is being handled by the relevant organs of Government.   Attachment(s):  Press Release Suspension of Programme for Women Councils Elections 24.06.2022.pdfFriday, June 24, 2022 EC Sets Dates for Local Government Councils By-elections The Electoral Commission has released the programme for purposes of conducting by-elections for Local Government Councils, including Special Interest Groups (SIGs), in electoral areas across the country, where vacancies exist. A total of fifty-six (56) vacancies for Chairpersons and Councillors, which occurred as a result of deaths and resignations, will be filled in the various Local Government Councils within twenty-six (26) districts across the country. The by–election programme will commence with an update of the National Voters’ Register from Monday 20th to Friday 24th June, 2022 at update stations in each parish/ward in the above electoral areas. The Commission has appointed Friday 24th June 2022 as the cut-off date for registration of voters and transfer of voting location in the affected electoral areas. The registration and transfer of voters from one polling station to another within parishes/wards in the above affected electoral areas will not take place after this date. The Commission will display the Voters’ Register at each polling station in the affected electoral areas from Monday 11th July to Wednesday 20th July 2022. During this display exercise, the Commission will issue Voting Location Slips (VLS) to registered voters, to enable them conveniently locate their respective polling station on polling day. After the display exercise, the lists of all persons recommended for deletion from the Voters’ Register will also be displayed for a period of six (6) days, that is, from 22nd to 27th July 2022, at the respective Parish/Ward Headquarters within the affected electoral areas. The nomination of candidates will be conducted for a period of two days, that is, Wednesday 3rd August, 2022 and Thursday 4th August, 2022 at the respective City/District Headquarters. Candidates’ campaign meetings will be conducted for eleven (11) days, that is, from Saturday 6th August, 2022 till Tuesday 16th August, 2022. Polling for Councillors representing Special Interest Groups (SIGs) shall take place on Wednesday 17th August, 2022, while the polling for Chairpersons and Councillors shall take place on Thursday 18th August, 2022 at polling stations in the affected electoral areas. The compilation (registration) exercise commenced on Friday 10th June 2022 and was scheduled to close on Monday, 13th June 2022. However, due to higher numbers of applicants at some registration centers since the beginning of this exercise, and requests from key stakeholders in the electoral process, the Electoral Commission has found it necessary and taken a decision to extend the compilation (registration) period for four (4) more days, starting from Tuesday 14th June and ending on Friday 17th June 2022, after which, there will be no further extension. This exercise will continue to be conducted at registration centers in each village/cell throughout Uganda, starting from 8:00am to 6:00pm, throughout the extended period.
